The Commission of Counter Ghouls, known as C.C.G., is a federal agency in the Tokyo Ghoul series that acts as a criminal investigation agency for ghoul-related cases. It functions as a secondary antagonistic force for Tokyo Ghoul, which is the main stage of the first half of Tokyo Ghoul: Re, and in the second half, it changes from being a main antagonistic force to a supporting force.

The Ghoul Countermeasures Law was the legal basis for the C.C.G.'s prosecution of ghouls. C.C.G.'s headquarters are located in Ward 1. Ghouls commonly refer to Ghoul Investigators as Doves, a nickname derived from the C.C.G.'s seal.

The position of chairman is currently vacant. The former chairman of CCG was Tsuneyoshi Washuu, who served until his death. The position of director was held by his son Yoshitoki Washuu, but after his death, the position was taken over by Yoshimura Washuu. After Dragon was founded, Yoshimura left his position and the position of director became vacant.

After the Dragon War, the C.C.G. was disbanded and replaced by the TSC.

History[]

The Ghoul Countermeasures Bureau, the predecessor of the C.C.G., was established as a national institution in 1890, and Daikichi Washuu, the head of the Washu clan at the time, served as its director. Eito Yoshimura claimed that the C.C.G.'s parent organization was founded over 100 years ago to counter the One-Eyed Ghouls. This unique ghoul was so powerful that humans needed to work together to eradicate it.

Initially, the C.C.G. used firearms to counter the ghouls, but they proved ineffective due to their size. After a certain period of time, this organization, under the direction of its chairman at the time, Yoshiu Washuu, developed a new anti-ghoul weapon called quinque, which was derived from the ghoul Kagune. The weapon's ability to destroy ghouls rapidly increased and remains a desirable weapon for investigators.

After the Dragon War, the C.C.G. was disbanded and replaced by the TSC, Tokyo Security Committee. A new company where ghouls and humans work together to protect Tokyo from Dragon Orphans.
