Anna Nishikinomiya is one of the antagonists and also one of the protagonists of Shimoneta: A Boring World Where the Concept of Dirty Jokes Doesn't Exist, she is the daughter of Matsukage Nishikinomiya and Sophia Nishikinomiya, the student council president, and the childhood friend and lover of Tanukichi Okuma, who asks him to hunt Blue Snow before risking the school's morale.

At first, Anna is a very kind, gentle, and innocent person, and as the student council president, her goal is to put an end to Blue Snow's terrorist attacks once and for all. In episode 1, she says that Anna is so naive when it comes to sexuality that she sometimes has trouble deciding what is and isn't appropriate. Her innocence is shown in episode 2 when she hangs a painting in the student council meeting room without realizing that the painting is a salacious one. After burning her painting, she still doesn't know what's so vile about it.
However, in episode 4, Anna began to take on a more creepy and perverted personality. Tanukichi was dealing with a stalker who left behind tons of love letters and even a sticky substance on his front door. She wants the girl to learn how to draw dirty pictures, so Ayame forces Tanukichi to draw the team and forces her to have sex with her stalker. It turns out that the stalker is actually Anna, and that Anna raped Tanukichi. Her sexual naivety comes into play again, but this time in a more sinister way. Ayame points out that she doesn't know how to handle her feelings for Tanukichi, and that she mistakes true love for her desire. Perhaps the most infamous example of this occurs in episode 5 when she gives Tanukichi a cookie made with "love nectar". Throughout the episode, Anna's obsession with Tanukichi worsens, causing her to chase him around the school to taste his "nectar of love."
